Ministry of ICT and National Guidance
Ministry of ICT and National Guidance is mandated to provide leadership, coordination, support and advocacy in the formulation of policy, laws, regulations and strategy for the ICT sector in Uganda, to foster the achievement of national development goals. One of the ministry’s major goals, is digitization that inspires innovation and productivity of people, organizations businesses and Government by 2040.
In a bid to achieve this goal, the National ICT Innovation Hub was established as a part of the National ICT Initiatives Support Program to boost coordination within the ICT innovation ecosystem hence promoting the development and consumption of home grown innovative digital solutions which will eventually increase employment opportunities and reduce government expenditure on International ICT solutions.

The Science, Technology, and Innovation (STI) Secretariat
The Science, Technology, and Innovation (STI) Secretariat, operating under the Office of the President, is a strategic entity driving Uganda’s transformation into a knowledge-based economy. It spearheads national efforts to harness science, technology, and innovation (STI) for economic development, industrialization, and global competitiveness. The Secretariat plays a critical role in fostering homegrown technological solutions, supporting local innovators, and enhancing research commercialization to boost productivity, import substitution, and export growth.
Through strategic partnerships with public and private stakeholders, the STI Secretariat catalyzes investments in priority sectors, facilitating the incubation and scaling of emerging industries. By championing policies, funding mechanisms, and capacity-building initiatives, it ensures Uganda remains at the forefront of technological advancement in the region.
Committed to positioning STI as a pillar of national progress, the Secretariat is dedicated to unlocking Uganda’s full potential through innovation-driven development, ensuring sustainable growth and global relevance.

National ICT Innovation Hub
Located in Nakawa, Kampala, the National ICT Innovation Hub is a government-led initiative under the Ministry of ICT and National Guidance aimed at fostering digital innovation and entrepreneurship in Uganda. The hub provides a collaborative space where startups, developers, researchers, and innovators can access mentorship, training, co-working facilities, and technical support.
Currently home to 73 innovators working on transformative solutions across sectors like health, agriculture, education, and fintech, the hub is a vibrant center of creativity and impact. It serves as a launchpad for locally developed digital solutions that address community challenges while creating employment and positioning Uganda as a regional ICT powerhouse. Through strategic partnerships and tailored programs, the hub is accelerating the growth of Uganda’s innovation ecosystem.

The Uganda Communications Commission (UCC)
The Uganda Communications Commission (UCC) is the regulatory authority responsible for overseeing Uganda’s communications sector, including telecommunications, broadcasting, and postal services. Established in 1997, UCC ensures effective, fair, and innovative communication services through regulation, licensing, and spectrum management. It plays a key role in policy formulation, consumer protection, and fostering industry growth by supporting initiatives like broadband expansion and digital migration. UCC aims to create a competitive communications landscape that contributes to Uganda’s social and economic development, while enhancing access, quality, and innovation in the sector

Future Lab
Future Lab, a spin out of Innovation Village, is dedicated to driving economic transformation by unlocking opportunities across critical sectors. Future Lab partners with Industry Leaders, Governments, Startups, and Investors to develop breakthrough solutions in domains like technology, agriculture, education, Climate Action and digital innovation.
Operating as an integrated innovation engine, Future Lab provides innovation lifecycle support to partners, combining specialized expertise, robust infrastructure, and catalytic capital to conceive, prototype, scale, and implement transformative solutions.
By bridging research, technology, and market needs, Future Lab enables technology companies, corporates, and startups to develop world-class products that address complex socio-economic challenges. The organization’s unique approach positions it as a critical catalyst for Africa’s innovation-driven economic growth.
